Students are trained to understand the principles and regulations related to the organization, activity and control of public administration.

Learning outcomes

Students are trained to understand the principles and regulations related to the organization, activity and control of public administration.

Course contents

The concept of administration (state and public). Theoretical and positive legal determination of administration. The relationship between the legislative, executive and judicial authorities towards the administration. Organization and activity of public administration. The concept of public interest, similarities, differences and relations between the public and private sectors. Analysis and decision-making, execution organization and evaluation of work results in public administration. Personnel function in public administration: concept of public servant, work ethics and behavior, personal and organizational responsibility and transparency of work. Education at work. The emergence and development of the "New Public Management" system. New management methods and techniques. Structure: local and central administrations Reform of public administration. Adoption of new values, efficiency and quality of work of public administration in the European environment.
